Run a wall-to-wall inventory freeze

Reinforce the physical-inventory order from operations and SOX training. Counts are not accepted while the warehouse is still shipping.

1. Freeze receipts and shipments at the cutoff.
2. Issue count tags or scan locations in the taught route.
3. Count in pairs; the second person does not see the book quantity first if the control requires a blind count.
4. Investigate variances above tolerance with a recount.
5. Adjust the perpetual only after the recount and approval.
6. Lift the freeze only when the control owner signs the count.
