Practice the sequence you already learned for “Report an oil spill under the SOPEP” until the order feels automatic. Drill MARPOL / SOPEP notification from shipboard-environmental training. Cleanup contractors are not the first call before the flag and coastal-state reports.

1. Stop the transfer or operation that is feeding the spill if it is safe.
2. Contain with the SOPEP materials on board.
3. Notify the master immediately.
4. Notify the designated person ashore.
5. Report to the coastal state.
6. Report to the flag administration.
7. Log times, quantities, and actions.
8. Do not use dispersant unless that authority authorizes it.
