Publish a GIS layer with ISO 19115 metadata

Reinforce FGDC / ISO 19115 order from GIS-operations training. The layer is not published until projection, lineage, and use constraints are in the metadata.

1. Confirm the coordinate system.
2. Confirm the datum.
3. Complete title, abstract, and responsible party.
4. Document lineage and process steps.
5. Set use constraints and any PII limitations.
6. Validate the metadata.
7. Publish the service.
8. Do not upload a shapefile with an undefined or guessed projection.
