Process a provisional ballot at check-in

Practice the sequence you already learned for “Process a provisional ballot at check-in” until the order feels automatic. Drill EAC / HAVA provisional-voting order from poll-worker training. A voter who is not in the poll book is not turned away; they are offered a provisional ballot and a notice of rights.

  1. Attempt the regular check-in.
  2. If the voter is not in the book or eligibility is in doubt, stop the regular ballot.
  3. Explain the provisional process.
  4. Have the voter sign the written affirmation of registration and eligibility.
  5. Complete the provisional envelope with the voter’s information.
  6. Issue the provisional ballot. Do not send it to a regular scanner.
  7. Give the notice of rights and how to check the free-access system.
  8. Log the ballot in the provisional register.
  9. Do not decide the voter’s eligibility at the table beyond the taught rules.
