Encode a METAR from a station observation

Reinforce FMH-1 / WMO order. The METAR is not transmitted until wind, visibility, weather, sky, temp/dewpoint, and altimeter are encoded in the required order.

1. Encode wind from the sensors and the observer.
2. Encode visibility.
3. Encode present weather.
4. Encode sky condition and ceiling.
5. Encode temperature and dewpoint.
6. Encode altimeter.
7. Add remarks required for the observation.
8. Transmit at the standard time.
9. Do not send a METAR with elements in a random order or a guessed ceiling.
