Document a World Heritage monitoring visit

Reinforce UNESCO / ICOMOS monitoring order from heritage-management training. The mission report is not closed until the OUV attributes, threats, and recommendations are recorded in order.

1. Review the statement of outstanding universal value before arrival.
2. Inspect the attributes that carry that OUV.
3. Record threats.
4. Record the state of conservation.
5. Meet the State Party and local managers.
6. Write recommendations tied to those attributes.
7. Do not recommend delisting language without the mission terms of reference.
