Reinforce ASTM E1527 from environmental-due-diligence training. The deal is not cleared until records, site reconnaissance, and interviews are done and RECs are stated.

1. Define the subject property and the user’s objectives.
2. Review historical and regulatory records.
3. Perform the site reconnaissance.
4. Interview owners, occupants, and local officials as available.
5. Identify recognized environmental conditions in the report.
6. Do not skip to Phase II sampling before the Phase I conclusions.
