Organizational boundary is set before operational scopes; totals are not published until Scope 1 and 2 methods and the base year are set and reported separately.

1. Set the organizational boundary (equity share or control).
2. Set the operational boundary (which scopes to report).
3. Collect Scope 1 activity data.
4. Collect Scope 2 activity data.
5. Apply the chosen location- or market-based Scope 2 method.
6. Apply emission factors and document them.
7. Set or restate the base year if a trigger is met.
8. Report Scope 1 and Scope 2 separately.
9. Do not add a marketing ‘carbon neutral’ claim from an incomplete inventory.
