Classify an export under the EAR before shipment

Practice the 15 CFR 732 order from export-compliance training. The freight is not tendered until ECCN, Country Chart, license exception or license, and denied-party screening are done.

  1. Determine whether the item is subject to the EAR.
  2. Classify the ECCN using the CCL order of review.
  3. Check the Commerce Country Chart for a license requirement.
  4. Screen end user, end use, and destination against the denied-party and embargo lists.
  5. Apply a license exception only if every condition is met; otherwise obtain the license.
  6. File EEI / AES as required and retain the five-year record.
  7. Do not ship on a verbal it's-just-software assumption.
