Answer an RFP through the compliance matrix

Reinforce proposal-operations order from capture training. The narrative is not written until shall-statements are extracted and owners are assigned.

1. Extract every shall / must into a compliance matrix.
2. Assign an owner and a proposal section to each item.
3. Write only to those requirements.
4. Complete the required forms and pricing volume last, against the matrix.
5. Red-team against the matrix before submit.
6. Do not submit a brochure that ignores a shall-statement.
